The Sogod Water District was initially constructed as Municipal Water Works in 1970s under the Management of the Local Government of Sogod, Southern Leyte. However, a Municipal Council Resolution No. 69, s. 1981 was approved on August 12, 1981 converting the MWS to SWD.
On January 8, 1982, the Sangguniang Bayan Resolution No. 8, s.1982 was signed signaling the turnover of the municipal water system to local water district based on Presidential Decree 198, known as the Provincial Water Utilities Act of 1973, "declaring a national policy favoring local operation and control of water systems; authorizing the formation of local water districts and providing for the government and administration of such districts; chartering a national administration to facilitate improvement of local water utilities; granting said administration such powers as are necessary to optimize public service from water utility operations, and for other purposes".
On March 4, 1982, the Local Water Utilities issued the Conditional Certificate of Conformance No. 188 to the SWD, certifying its transition as one of the Government-Owned and Controlled Corporations in the Philippines. In 2016, the SWD was reclassified as a Government Business Enterprise (GBE).
